Is this still something that can happen or is it retired? I have not found either so just wondering if it is even still a possibility.

The achievements haven't been retired, so I'm assuming they can still be found.

I don't think I found either of them until after I had already gotten the other egging and TPing achievements though, so they might be pretty rare. Just keep trying!

I have gotten a sad TP this year, so I can attest that it's still available to get one. I already have the Achievement for it, so I don't know if the Achievement is broken.

They really are pretty rare and you may have to egg/TP more than is required by Achievement in order to get one. They were rare to start with but folks desperate for Achievement and instant gratification demanded insistently in Suggestions they get made less rare. This was done. Then the price on these minions dropped (duh?) and this upset those very same noisy folks so these minions were made rarer than when they started.

Puck does seem to be easier to find than the previous two years' special minions, I have found her too and unequipped my Minion Nip.
