As you can see I have it on my HA but it doesn't appear to be working when I ToT. Aren't we supposed to get extra items with it or does it just reduce the chance of hexes?

Well, reduced hexes means you'll probably end up with more items in the long run. Since you'll have fewer times when you don't get an item from ToT-ing due to being hexed.
