Shinwa asked me to do a Carl quest but I don't have the map. Does this mean Shinwa's Quest is potentially unplayable if you don't have access to Omen Islands? It's not a big deal. I'm only wondering because I thought Shinwa was something even new players could do.

[Edit] I seem to remember completing Shinwa's quest before now, but this is the second day in a row that I get stopped because I can't get a piece from Carl. Did something change? 😅

They changed it a while back to encourage people to get the map to Omen Islands.
