I want to make a picture smaller, like 260x200, without resizing the actual image because it makes it so blurry. I know there's a way to code it but I'm not sure how.

That said, resizing the image in Photoshop or another image editor usually gives better results than shrinking it this way. Give it a try though, and see what you think. :)
