Is it that only 'super rare' & 'rare' items restock in a single quantity each time or is it a certain number like r99-r70? Just wondering!

Things do not stock here like Neopets.

I wouldn't assign the number in stock as belonging to any particular rarity. Because folks can restock directly from quests, sometimes an item's true restock total will disappear from the shop window before you can ever look at it. Also while some rarity items may be more likely to stock in larger amounts, this larger amount is random and could just be one this time.
