The only totem in a loyalty box for pets is only a potion totem to change your pet's color, so unfortunately you're not able to create a Neela with it. You could always save up sP to buy either a Neela elixir on the shop search or a 250 Credit Gift Card to adopt a Neela with instead though.

I don't believe so, there's no species change in the loyalty box as far as I know. make sure you check the elixir prices in the shop search before you buy with csc, sometimes they are cheaper

[edit] arid is 15.5m which should be cheaper than 250 csc, idk if any others are cheaper
