To whom this may concern: :P I am trying to make a bill board, and I am aware that the size of the billboard is: 480x90 pixels. My Billboard is saved as a PNG and I keep getting an error message: Your billboard is too wide! I tried resaving it as 1 pixel smaller, just in case, and I still get the same error message. Is this user error or is this glitched? Or did the size change and I just am unaware of the new dimensions?

looks like you need an official response to this. There's a number of fiddly reasons your count and Subeta's count may not match.
