Yea that happened to my son not long after he joined (although we filed a ticket to alert staff that he had got an account!)
He filed a ticket, got his account back and then froze it himself in disgust. He's gone back to Neopets :/

Pretty sure that how it's supposed to work is that, in multiple account cases, is that the "main" account would get an official warning, and all of the side accounts would be frozen.
That was changed a couple years ago, and I know that until recently, it's how it worked.
gosh I really hope they will unfreeze her account :c I sent a ticket myself explaining the situation, maybe that will help

She needs to be the one to contact them, not you. Also, I'm pretty sure it's against the rules to talk about frozen users in the forums.
Edit: The forum rules say -
"Do NOT discuss or mention frozen users in any area of the site, including, but not limited to the forums, shoutbox and comments. The freezing of an account is between the staff and the user who has had their account frozen; it is no one else`s business or concern. If the frozen user wishes to discuss the freezing of their account, they can submit a help ticket at the Ticket Center and discuss it directly with a member of the staff."
