How long does it take to get one? I understand you've got to visit the page, and I try to do that every once in a while and still nothing. I've finished all of the other requirements, too.

It's a random event, so it could take a few minutes or it could take a few days. Your best bet is to just keep pressing/hold down F5 and check every so often until you've gotten it. You don't need to know the password to get into the Blue Building, just get the random event. If you feel like letting the page load every refresh though, it might be a good idea to write it down somewhere in case you ever lose access to your account; it can help you prove ownership.
