You can go to the philosopher's store (also in the commerce area) - you can just turn in any tokens to level up, and I think the toy, decal tokens are really cheap to buy if you don't care what you get. Quentin's quests sometimes asks for the items too so they are sellable/useable if you don't need them :)

it wont let me use a layer token im level 11 now? i want the wigs from it

I'm too high levelled to test for you, but what do you mean it's not letting you make a layer token?

I always thought just certain items couldn't be made by a lower level, but it shouldn't stop you from using the token (I could be wrong)

There's some wigs that need a Level 10 iirc, but I'm not sure why you can't use the layer?

iirc you have to select the wearable token before it lets you pick a tincture or layer card
