I'm not 100% sure if this is the right place - sorry if I got it wrong.
There are a handful of items that don't seem to be in the right layer of the wardrobe. I know some of them can be ambiguous, so I'm going to focus on the ones that really don't seem to fit with the others in their layer. I'm not sure how tough it is to change the layer an item goes into (and if it's a ton of work, let me know so you can go ahead and ignore this and do more important things), but moving these around might help with organization.
Backgrounds that should be ground items: * *
Hat items that should be head items (and vice versa): There are a lot that I think need to be sorted out here, but I'd like input on the staff distinction between hat and head items before I start listing them.
Neck items that should be shoulders: *
Neck items that should be background:
Chest items that should be overchest (again, the distinction here seems super fuzzy - I'm going with items that would typically be worn over another shirt, like jackets, pins, and cardigans): * * * * * * *
Overchest items that should be chest: * * * * * * *
Body and Fullbody: I'm not going to touch this one unless someone official can tell me the criteria for these.
Back vs Shoulders vs Overchest: I've seen cape and shawl type items in multiple categories - where do they belong?
Arms vs Hands: Bracelets - which category do they go in?
Waist vs Chest vs Overchest: Corset type items that are mostly on the waist area - which layer do they go in?
Bottom vs Legs: Where should leggings go?
Ground vs Foreground: There is a LOT of overlap here, especially with the lifelike dolls. What is the differentiation here?

I'd keep waistcoats in overchest, personally. You wear them over a shirt, generally speaking, so they're over a chest layer.
I can get behind that, but if so, there are a bunch in the chest layer that need to go to overchest.
Yeah, they're kind of all over the place. Drives me bonkers trying to make outfits, lol.
this is the right place for it. And I agree with you that the layers for things are pretty inconsistent. Hat/hair and Body/Fullbody are particularly WTH?. But any and all suggestions like this tend to raise ferocious arguments about which layers things really truly belong in. I don't agree with some of your suggestions for re-layering.
IMO re-layering stuff doesn't really help and gets a lot of rancor because it's always gonna seem wrong to somebody, so no support. It's better to rely on whomever staff is doing this to use their own criteria and roll with it if you disagree.
Now if you find an item that has one color in one layer and another in a different one? That's worth fixing.
I agree that many items fit quite comfortably in multiple layers and it might not be worth the effort to rearrange all the items listed by the OP, but I'd suggest to move the following items with "hat" in the name from the head layer to the hat layer: * * * *Comes with colour variants
And then there's that's in the head layer while the other 4 Conical Hats are in the hat layer (should this go in the P&B forum?).

Honestly there are enough hair/wig items that I think they should get their own drawer separate from Head (which I see as being for hairpins/ties/decorations and items that actually sit on top of the head like the Popoko lifelike dolls, or cover the entire head like the Egyptian god items , ) I would also definitely like to see a more clear distinction between Chest and Overchest and Body/Fullbody: There's a lot of dresses in Chest where dresses could be seen as "body" items, vests/waistcoats and pins in both Chest and Overchest. Legs vs Bottom vs Ankles: Lots of blur in where tights/leggings go. Basically, it's really hard to tell what layer things are going to be in and I'd definitely like to see some clear definitions/reasoning from the staff of what goes where. If layer changes aren't gonna happen I'd also like to see some form of item-name search on the Drawers editing page so I can find all the items with "vest" or "waistcoat" in the name and put them in one place so that I can find them.
A thought: This would require a complete overhaul of layers as they are now, but what if items were sorted by what type of clothing they were rather than where on the body they sat? That might increase clarity of where items are supposed to go. e.g., layers for "shirts" "jackets" "skirts" "tights" "jewelry" rather than "chest" "bottom" "arms" etc. Backdrops/ground type items could be sorted into "locations" "toys" " etc. Just throwing the idea out there.

That's a good point. I think my solution to that, at least, would be have the base number of items for the "jewelry" layer be 3, rather than the standard 2 (I think?) (which is enough for necklace/bracelet/ring or necklace/bracelet/earrings, etc) and then 4/5 with a GA or buying layer extensions (or however it's working these days)

Yeah, that could work, though I think in that case they'd also have to give the face layer an extra slot (unless under your system the face layer is broken up into eyes/noses/mouths/blushes/etc.)
You could always just toss you're jewelry items in a drawer.
I support the original suggestion, a lot of layers are inconsistent and I have trouble finding things sometimes.
Yeah, I'd been thinking separate layers for eyes/eye makeup, mouths, cheeks/face makeup, etc.
The current drawer creating and moving system is clunky and awkward and tedious as all hell, partly due to the reason this board was created-unclarity and inconsistency in layers. The thought I threw out there was just my idea for a way of making it more clear/consistent and easy to find things. (The way the drawers system works is a huge disincentive to me to use them, especially because of layer inconsistency, and imo need some changes of their own, but that's a topic for a different thread.)

The new and recolors should be in the leg layer, not the bottom layer.
Honestly other than not being able to delete drawers, and the inconsistency between how the "None" category works on the remove items page vs. inside the wardrobe, I like the drawer system. I wouldn't really say I prefer it to the old drawer system but I like how it is currently.
I remember at one point, Amber was doing an overhaul of items in the wardrobe and where they were kept. Even renaming some items to keep in line with that. That was years ago, though
