I tried googling in and it brought me back to this news article https://subeta.net/news/15936 which Connor didn't really give much information there... and I'm not exactly willing to drop 11 mil. it says it's a game prize so what game do I have to play to get it? Or was it a prize given by Kiyo? in which case I guess I have to buy it from user shops lol.

It was one of the event prizes for battling Kiyo. If you didn't participate in the event, the only way to obtain it now is by buying it from another user.

You're also likely to find someone selling it at a discount if you poke around in the Advertising forum (: I was able to purchase mine I'm pretty sure for 30% off - so you definitely DO NOT have to drop the full asking price!
