I was browsing through some item lists and found a CW that I really liked, unfortunately it is not in any shops. What does this mean? Will I ever be able to buy it? I am a CW newbie.

You always have the chance of getting that CW. You can post in the wanted section of the R200 forums and go from there, either it'll be private or not. It'll also either be a reasonable price or not, some CWs have seriously absurd price tags. And worst comes to worst... it's completely private and you're snap outta luck.
