Hi! If this is in the wrong place I'm sorry!

I am doing a Major Drills quest and he asked me to "feed a worry to Oatmeal." I don't really know what Oatmeal is--so I searched Subeta, and the description of the Oatmeal Trading Card tells me he is a goat who "ate away everyone's worries at Peka-Boo."

I wasn't around for Peka-Boo, but I went to Peka Park and I can't find this little goat anywhere! Just snowmen! Does anyone have guidance for me?
