Is that even possible? I just wanted to let people know that HAs and item previews weren't loading in the hover thingy, at least for Chrome users. I tried creating it under the "Site Functionality Issues" category and got the "You're not allowed here" message. If this doesn't go through here in the Help and Questions, either it is a glitch or I did something that has caused me to become banned from creating topics anymore. What did I do?

It looks like it went through. So is this a glitch, or is it just that particular forum/subforum that I am banned from? And if so, I think I may understand why.

i dont think its possible to be banned from creating topics in a particular forum? Last I knew, if you had been banned from using / doing something in the forums, it would apply to all of them, not just one. Might just be a glitch. ( as for item previews and HA hovers, they seem to be working fine for me, and im using chrome, have you cleared your cache / cookies recently? )

The Brainstorming forum in Suggestions is intended for only Staff to start topics. There is a forum that is only for CW creators. It is possible to create private forums with ping groups. So there are places you shouldn't post even if you could. But P&B should be available to everyone.

See if you can start a thread about not being able to start a thread in Problems & Bugs, and if this is not possible, file a Ticket in Help

They're working fine for me now, too, so making a topic about it was unnecessary to begin with. Which makes me glad that I couldn't make the topic now, haha. But it did open up to a bigger issue at hand.
