I think you're technicaly allowed to sell them but it's frowned upon and causes drama, though I may be wrong since I don't do cws either.

I can't remember who sold it, but I do remember it was drawn by and sold as a 1 batch 'open to whoever wanted but private in the sense that you had to sell back to the releaser'

Honestly that was years ago though. I've never personally liked the idea of forcing people to keep an item private when it's open to the public, but maybe try tracking down the original releaser first!
