Um huge noob here just fyi I looked in the shops but not that much hair is sold (and all I could find was emo hair and a couple wigs) so is there a special place (besides the cash shop) to get hair?

Your best bet is probably from user shops. To see different different wigs go to Wardrobe, items. Check the "all items" box and set to layer to head. If you click on a hair item you like, and click the BUY button it will take you to the user shop search, which also shows NPC shops that it is currently stocked in.

The Grooming Parlour sells a lot of cheaper head items. There's a full list of wigs that restock there here. :)

There's also the hair salon, too. Click on the Hair tab in the wardrobe. It's a bit wonky at the moment, but you should be able to change the colour codes, add streaks etc. Click Add To Avatar when you're done, and then click Save Avatar. Should work! There are lots of hairs to unlock, too, if you're looking for different styles.
