When do the Steamworks Trinkets become available and how do I earn them?

They're available for the Atebus Masquerade, which takes place in March. We dress up (you must wear a certain kind of mask) and dance with one another and get trinkets.

There isn't usually a whole lot to do other than dance every few minutes to earn trinkets. They can be spent in the specific shops, there will be some new items every year for you to buy.

Sometimes there will be a plot or other small happening for users to participate in. Can't say whether or not there will be something like that this year, we'll have to wait and see.
