With newer Backgrounds, the base will not show so it's just the clothing items along with the nose, eyes, mouth, etc.

Before anybody says something, Yes I ordered the layers in the correct order.

Can you take a screenshot of what you mean? It sounds like you just didn't put the background on the bottom of the layering list, behind the base features :)
