Has this been changed? If so I am not happy I just had to put in 38 items to get 8 measly crystals for Drills and they weren't cheap because it seems every item has become rather expensive now, they were all about 4,000 each give or take that's 152,000 to get a cruddy Fifth Anniversary Sun Ghostly Toy! that's just ridiculous. Not very happy at all

As far as I'm aware, restockable items of r65+ or non-restockables at r160 and r175 should always give you a crystal. Anything below r65 has a large chance to give out nothing. Drills can give out amazing items, but most of the time he gives out junk. There is risk involved if you spend a lot on his quests.

I don't mind the risk on Drills but that was horrific what the fragmentizer done to me I have never been so ripped before, usually I frag items worth about 500SP and get plenty of Crystals but 38 4000SP or over and I only just get 8 is not fair

That is really low. I've found, in general, that when fragging items in the 1-65 rarity range you get about 1/3 crystals. So 38 items should get around 12-13 crystals.

Its possible the ratios have been changed. Lately I've only been fragging r160 and r175, so I haven't tracked it recently.

It's only really worth it to frag common - normal items when you can grab them enmasse for 100sp or under. I generally get at least 2 crystals per 1k spent on junk items (occasionally I get none though).
