Does overlay art have to be from an artist on subeta? Or can i can get art elsewhere and use it as an overlay?

Im having a hard time finding an artist here for what i need but i have found a few off site. I was wondering what the rules are on this and if it is allowed how would i credit an off site artist?

Yes, you would just link to the person's site (deviantArt page, for example) as credit.
