It has been a long tome since I have logged on here and I forgot where the Wizard Exhange is. Also where can i spend my wizard tokens? Iremember a shop that rarely restocksand uses rokens as currency.

The Wizard Exchange is here, and also linked from the Currencies page in your vault (either Personal > Vault > Currencies or click on your sP total in the Subeta:username widget on your dashboard if you have it)

You can spend your Wizard Tokens at the Delphi Carnival (personally unless you have a large excess of tokens, I find that Mallarchy Pond is really the only game worth playing since you're guaranteed at least one carnival ticket) and also at the Token Shop and Blackheart Hollow. Token Shop restocks generally have several items each and are announced in the news, BHH restocks randomly several times a day, one item at a time.

There's also the pet zapper, and currently you can zap your HA for 50 tokens to unlock special skins (you can see all the skins available in the Skins tab of the v3 wardrobe, some are zombie skins and a few are from achievements and things)

the Oracle Shop restocks every day at midnight?

You can also access the Wizard Exchange by going to your Vault (found under your "Personal" tab or by clicking on the amount of sP you have). It's one of the links under the Wizard Tokens section.

Where can I find the Oracle Shop?

it's not on the map, you have to Google it. NPC Elwood runs it.
