Well, for the short term you're probably very unlikely to get the exact item you want from Carl. It's random to even get a Keelhauliday item from him for completing a quest, and even then it's randomly chosen from the shop pool.

In the long run, it's definitely worth it eventually. I get around 300k or so in pure each day from him, and he has the chance to give out rare and expensive items you can sell. The only question would be how quickly it would even out.

Oh! Yeah, I didn't realize you meant a Keelhauliday thing. If it helps, I've gotten Keel items from other quests too, I think they're all added to the item pool for every quest as well.

You could wait a little while - event items tend to drop in value toward the end of the event so it might be cheaper later?

Idk, once you unlock it it's unlocked forever + you have access to a new quest every day. They aren't terribly expensive too unless they inflated for the event. Map piece drop rate should be up right now, they usually make them more common this time of year... I'd unlock it for the chance of getting the map from carl. No reason not to.
