Can't seem to change pet headshot?

I have been to the pet page and the pet profile page and I can't see any options to change the pet headshot

Pets page > dropdown of the pet you want to change > Edit headshot

I only have ope pet and I don't see any drop down menu

It's in the top right corner of the box with their hunger/happiness listed
