received this item from Major Drill... there are none in the user shops and according to subetalodge:

it is indeed odd :p but since it's clasified as a r101(retired) I can put it in my shop... I wonder why it has never been released...
I've heard of people getting these from Major Drills before. I don't know why, but you aren't the first it's happened to. It's very strange
ah yeah... just googled it and saw at least 2 other people received it as well :p
may be an item we need input from on. is there a reason this only comes from drills + are there plans on releasing it?
Weird that it went out via Drills. We do have an intention on releasing it, I have it on a list of items that haven't gone out yet that people have contributed to from the RERELEASE ITEMS thread in S&I. There are a few on site, so it's not like you guys are the only to get it.
I'll talk with and see if we should just make it a drills exclusive item since that seems to be how it's been going out.
