Can Fleas still be nominated for pet spotlight if he's already won before with a previous owner? I adopted him with an idea on a story and I want to get to work on it, but I'd rather work on a different pet if Fleas is unable to win a second time with a different owner.

Unfortunately not :c You could switch the name with another pet and that pet could then be nominated, but that also costs 750 CSC
