I am trying to do shinwa's quest. She is telling me to go to maleria.This is what it says:

Oops! - You don't have the piece of the bracelet that I am looking for! Have you visited Maleria yet?

I am doing maleria's quest but she is not giving me shinwa's bracelet like she is supposed to.

Just tested this, asked Shinwa for a test, got sent to the library, completed the quest, and got the bracelet shard.

Did you actually do Maleria's quest, or did you just go to her page?

Maybe you got the reward and didn't realise it. Try going back to shinwa and see if she assigns you another quest now. I know I've gotten my bracelet piece before and just automatically hit back to quest instead of back to shinwa. Could be you just weren't paying attention on the prize page the first time?
