I have an Itchy Puppy Knit Hat that shows up on my avatar in the wardrobe but doesn't show up on her when I leave the wardrobe. Is this because she infected or because I have to many items in the clothing layers box thing. With The hat I'd have 10 items in it and if I were to remove it I'd have 9 items. At the moment I 9 items on her but 10 items in the clothing layers box thing. So am I limited on how many items I can put on/add to my avatar?

tl:dr you need to pile a bunch of things in the same layer as your Knit Hat until it screams for mercy and relents and gives you the option to buy another layer. After you do that, then take off all those extra items you don't want.

No it is not infection. Skins are not relevant here.

The limit to how many total items you can have with a GA is 144, six per layer.

You can only have six items for any particular layerm fuve without a GA.

It could be you have three or more Head layer items on. If that is the case you will need to buy an extra layer, but of course the beta wardrobe WONT ACTUALLY TELL YOU THAT. And you need it to tell you before you can buy an extra layer, even if you know you're gonna use an extra layer and totally want to.
