I don't think they do. They were just the item on that news post about the MC pet slots. If someone told you they did to get you to buy theirs, that is probably considered a scam.

Contact whoever sold it to you, if they don't refund you (assuming they told you they grant pet slots), file a ticket. I'm not sure how staff handles scams actually. I wish you luck though, sorry that happened to you :(

Well fuck! I had about fifty of those hoarded in my shop and they've all been sold by now. I neglected to consider that scummy Neopetsite scammers were buying them instead of people thinking they were cool items now that they saw them.

And the is in user shops for 250k.
