You can adopt any kind of pet right now and use a Neela Elixir on it later on. No rush on getting the Neela because of your GA expiring, just get the pet first and you'll be fine.

[edit]Once you get your pet, you'll have all the time to choose which Elixir you wanna use here.

I can't afford a Neela elixir they're really expensive, I only have 3 million right now. I can't save up that much.

Edit: Oh I didn't realize there were also elixirs in the shop thanks! phew Now I just need to pick a nice name for her and I don't have to rush.

I know but what I am trying to say is that you can adopt any kind of pet with the name of your future Neela while you still have the extra slot from your GA. Then your GA is going to expire but you'll still have the pet on your account. Once you get enough money to afford the CSC to buy the Elixir, you'll purchase the elixir from the Cash Shop and you will be able to use it on the pet your created. It will turn your pet into a Neela of the corresponding colour (like if you bought a Cherry Neela Elixir, you'll get a Cherry Neela).

It's possible to zap pets into Neelas. I've seen them in the pound if you'd rather save for a GA than a Neela Elixir. My suggestion is to save your sP and buy a and use that to buy a Neela Elixir from the Cash Shop if you want one quickly.

Actually I did get a Neela from a zapper once but I am not into Neelas and anyway my goal was an Experiment but I agree, it is possible. You just get to be very lucky. I also got a Bhakoru once.

Many of my pets were zapped. I got my Bumbus and Bhakoru that way.

Nice for the Bumbus, I didn't even think this one was possible. I did get several times Aenoids as well. Well, all that for saying that the zapper is fantastic. ;)

250 CSC Gift Cards are in User Shops for 12mil sP these days. You already have 3mil saved up. If you do your quests daily, even if you lose your GA, you should make at least 1mil sP per day. So, in less than two weeks you'll have reached your Neela goal what I think isn't a lot of time compared to what I've heard about saving up for special Pets on other sites. Good luck!
