I'm confused about what it's supposed to do. Also, how do I link an item on a post like a lot of people do?

The layer cards are used in Alchemy in Shadowglen, but you need to be a zombie to use it. The legs layer card currently has no use at all, but here is the list of items that can be made and if you click on them it will tell you what you need to make it.
