I hope this isn't too obvious a hint, but you need to donate something to the DC (at least it narrows it down from other places where you can "bestow" something)

aha, thank you! I suspected I was doing something dumb. I was giving stuff to users directly, using Gift Center, keeping it in Inventory just in case a quest grantor asked for something flowery etc.

I will fiddle with the DC a bit and see what happens. Time to find out if Charity will use any flower- or spring- related foods. I know there's a spring water of some kind out there.
