I can hear my neighbors having sex through my apartment walls but it's actually quite amusing.
When I was in college, I had the most obnoxious guy living next to me. He would always have his windows open, and would be blasting music for hours on end. I tried calling security, and even knocking on his door myself. To no avail. I was also sick as a dog when all this nonsense was happening, and trying to nap and then being startled awake only minutes later by this asshat drove me so nuts I went to the dorm office and asked to change rooms.
Thankfully, I was able to move down to a really quiet hallway, which was just fine with me.
My old next door apartment neighbor was my ex boyfriend who I was too afraid to even run into outside. Eventually we talked and started to become friends again. Then feelings came back (to me not him) and he told me I give off a bad vibe and that he didn't wanna talk to me. He later moved after that.
The only problem there really is in my neighborhood, which is mostly manufactured homes, is the family who lives in the house diagonal from mine. They have five (maybe 6? 7?) dogs, when we are only allowed 2 in each house. The lady has adopted them all from various places, mostly people who could no longer care for them, and she's supposedly trying to find homes for them, which I see absolutely no evidence of (no flyers up, no Craigslist ad, etc.). That would be okay with me, honestly, because I love animals, all of them. But not only are there too many dogs, at least 3 of them are pit bulls and another's a rottweiler (I have no problem with either breed at all, but the rules say it's a no-no to have either breed). The worst part about the dogs is that they're tied out most of the time and they bark. Loudly. During the day I don't really care because I'm usually at work, but they do it at night too. And they crap all over the yard and when you are outside you can smell it. Besides the dogs, there are probably...8? 9? people who live there, 4 or 5 of which are loud, obnoxious teenagers who are the worst stereotype of teenagers (drugs, loud music, etc.). The house is smaller than mine, which is almost 2000 sq.ft. and comfortable for my family (my parents, myself, and my two cats), so I don't know how they fit that many people in there. They have crap stored in their shed, which is always open and spilling forth upon the lawn. And crap all over their front yard - that is, belongings 'crap' to add to the dog 'crap'. They're just basically loud, annoying, messy, poor excuses for human beings.
The lady who lives downstairs loves to yell early in the mornings, around 8am. Yells at her kids, yells at the sky, yells at anything. Sure lady, yell at your kids for not listening to you for a bit, but don't start yelling about how this makes you seems like a bad person and go on for an hour about that. And the guy in unit 104 feeding the squirrels "his nuts", is not trying to oppress you with his squirrels. Also got a lady upstairs who removed the carpet for fake wood floors, makes for a wonderful sound when she drops stuff, moves furniture around, uses the blender, and what sounds like her sawing wooden planks. And this doesn't happen mid day, or evening. No, she likes to make all that noise around 5am.
The place we live in has really, really thin walls and I come home from work at 2-4am, so it would be really nice for the neighbors to do their loud things later on in the day. Pretty sure those wood planks can wait.

Your story reminds me of the "rednecks" that used to live on my parents street. They had 4 dogs that barked all day, screaming and yelling and they even took in delinquent kids. They caused havoc all over and my brother said he saw them break into someone's car. I'm so glad they don't live there anymore. Not sure if they moved out or got evicted, but their yard was a pig pen.
I live next to very noisy people. Actually the whole neighborhood is noisy. The houses are in very close quarters so it's maybe 10 feet til the next house. I can always hear them slamming the front door and car doors at odd hours, stomping around their porch, talking loudly, yelling, stomping some more, moving heavy furniture on their porch, building things loudly... I know I'm probably complaining too much about mundane things but these things happen on a daily basis, and like I said at odd hours. Late at night they come home with their bass in their car so loud it hurts my head and sometimes during the day they leave all their car doors open with the bass jamming and it's so annoying. They used to literally bang pots and pans outside at like 5 AM, until my parents freaked out on them and threatened to call the police lmao. The neighbors across the way also like to play the bass in their car so loudly it sounds like it's right next to you.
I don't understand how or why people have to be so loud. We hardly ever make any sounds :/
