How do you move the layers around in your wardrobe? I'm trying to figure out how to get the background behind the hair layer, but I can't swap the two layers (does that make sense?).

You just drag and drop. To use the background your current HA has on, you need to use the beta wardrobe and drag your base above it (or drag the background below your base layer) [edit] SORRY I missed the iPad part :c

Why does it do this? pokes avatar how do i fix this? I moved the hair (base) above the background and it still does that.. How do i fix it?

You have to move your base layer above the background, which is only possible in the beta wardrobe.
