If an account is eligible for clearing, can we already use the pet names?

Yes. At I think 10 months of inactivity, the profile will have a note with the date on it that the names will be available, after one year you can take the names and the note on the profile will say that it's an inactive account. Frozen accounts will tell you the exact date for clearing if you visit them.
