There are nine tiles that are not in ss(not counting the ones in crystal shop.) I was thinking maybe tweak the game system a little more or change it so that it's not Extremely rare or Impossible to get them. Think about it this way, there are only 3 items of bhh that are not in ss. In comparison that's pretty cray cray.
