cs one:Does it only give out cash shop items and collection items? Normal one:Does he only give out rare items..like the minion plushies on special occasions when other new items for his shop come out?

Yes to the CS one.

And I know the regular Hustler has a pool of items he chooses from, I think they're all Hustler-specific but I'm not 100% sure on that [edit] The CS Hustler has sold a couple of very rare SubQ items before too, but generally it's only CS items that staff has to put into the queue manually.
