I have a Cotton Candy Deceptively Delicious Lolly, and it's marked as a Tier 0 weapon.

I've attempted using it, but so far have had no luck.

Any information would be appreciated.

Tier 0, in most cases, means that an item was deactivated as a weapon. I think the only tier 0 items that can actually be used in battle are the dark elemental potions.
