While there are food shops, often Vendors will get food they are not using and they will sell them to you in their usershops for cheaps. To find out what is food, go to the fansite Subetalodge and look in their Item Database and sort by Food. Sort by rarity (like say 1-30, which is all very common) and those should be cheap foods.

You can also get food at the Celebration Gift vending machine. You'll need to use Wizard Tokens like this , which you can obtain by doing Wizard Quests. It's also a great way to earn some sP!

You can try all these free activities: Once a day you can visit the Ikumoradeekanox tree and pick a fruit. You can go fishing here and pick up fish and a couple of other items to feed your pet(s). You can try your luck every 5 minutes or so. You can play Random every 3 hours to earn sP to buy food, and every once in a while you will get a random candy. You can check out the donation bin where you will sometimes find food items. You can explore the Crypts every hour and sometimes you will stumble across pie pieces.

For 50 sP per try, you can play Slots where you can win Oofa fruit or a random food item every once in a while.

During the current event, you can kiss people to earn Candy Hearts. If you do not want to use these items as currency, you can feed them to your pet(s).
