Is the transmission rate for these achievements 100%, or is it chance?

What I mean is, for example, I have the 'kissed by a staffer' achievement. If I kiss someone who doesn't have the achievement, are they guaranteed to get the achievement from me, or would I have to try multiple times to make sure they do?

It is 100% I believe.
