okay so I do one of Carl's quests: I check the bread first..seems alright..than the doughnut.. Is that even legal for a quest to ask that? I have not seen a quest ask for an item that high in a long while. Is Carl now doing some high end smuggling for some fancy bakery?

The last sentence made me laugh :D but quests asking for pricey items sometimes is totally normal, if it's a high rarity or a brand new item (or a very old one) or a game prize etc... Cinthia asks for an item worth several million on a daily basis, needless to say that I skip that quest.
