Photoshop Won't Let Me Make Custom Shape!

I need to make a custom shape for an important project and when I got it done I chose "Create custom shape" and it showed I had a lot of gaps. Fine. I went through the WHOLE thing and fixed all the little gaps. But now it won't let me make the custom shape! The option is grayed out so I can't use it! It was fine with letting me make the shape with all the gaps (which made HUGE flaws in the final shape) but now that I've fixed it I can't do anything! It took me a bloody hour to make this and it's worthless! How do I make it do what I want?
I used the free-form pen tool (the one with handles makes me want to hurt things). I made a shape yesterday with the same method and it worked totally fine.

UPDATE: Nevermind. I just lost the WHOLE THING even though I saved.

I don't think any shape you draw with the pentool will save unless you make it a fill, stroke or custom shape and it is on it's own layer. I always use the pentool with the handle bars and have never really used the custom shape feature for my projects.
I'm trying a new tactic where I make a solid shape of one color on a separate layer. I'll try to use the pen tool on it instead of the plain pencil drawing. The magnetic lines will be able to follow the shape easier and there will be less of a chance of the line breaking and me having to go back and fix it. The shape will need some empty spots like where the eye is and where there's just empty space but I'm hoping that won't be a problem.
