I've never bought csc and I'm not very sure of how it works either haha, but I was thinking about selling art on the art market to be able to get some CSC payment... my question is... can people actually send CSC points to other user? Thanks

They can either turn the csc into csc cards which can be redeemed for the same amount, or you can offer pure csc on trades now.
