this is probably a "no" but if I use it on my HA will it work?

-Disease what does "work" mean? Yes, you'll get the Achievement, no it does'nt cure anything.

Oh I thought the vials would give your HA that look. never mind then

-Disease some of Lockhart's 'remedies' change the way your HA looks temporarily, like a matter of hours. If you wanna look kinda/sorta infected, you need to turn in a bobblehead set or you need to fake it with some of the feral wearables and trunk items.
