When I search shop it, it says "This item can be found in these locations: Millionaire Center". I checked the Millionaire Center but didn't see any. Am I missing another page, or will this item restock there after some of the holiday items disappear?

It's seasonal, for some reason. I don't know if it's a spring or summer item, so it might be back in March or maybe not until June.
