I need some feedback and opinions on my try at cell shading, as well as chibi drawing in general! Thanks for any help/advice you have!!

Cell shading means that there is absolutely no blending. Cell meaning that the color on animators frames was built one shade at a time. So you have a rather block style coloring. Also Might a suggest getting out of the browns and the dodge and burn type shading. Experiment with colors. Look up a color wheel and try to see what colors pop out against each other. Thus increasing your 3D effect.
Cell shading is like anime, with hard shadows. like Dassy above said, there shouldn't be blended stuff -or at least not a lot of it. the way to get texture to show up would be to draw it!
I like the chibi style. it's cute, but it'd be better if we could see more, especially ones without hands hidden or eyes closed. The best part is the hair, you should try shading the rest like that (with or without the airbrush) Instead of just using a darker version of a color like you did with the skin and clothes, try using a nearby color. instead of beige skin with darker beige shadows, use a darker color that's also a little more red, etc. Looking up color tutorials online could teach you a lot about the basics of color theory!
