You get all 9 to have access to the Omen Islands, correct? Are there any other expenses/things to buy?
nope just the map. Unless you go for a hydrus colored pet, then that quest will cost you some sp to make it happen

Do you have to have one to go to the Omen Islands or is that just something you can do there?
Nope, just one of the perks of Omen Islands. You can turn your pet into a Hydrus after completing a quest for Merana.

The Treasure Map is actually just something you put together for a small reward - if you're wanting access to Omen Islands, you need Uncharted Land Map Piece -9. Not sure if you were aware of the differences, but I know I'd have been pretty miffed if I'd gotten all of one expecting the benefits of the other.
