I'm trying to use this one I got today and it does not have a cut out for the avatar, does that mean it is useless to me?

You have to put it behind your base in the Beta Wardrobe :)

I've been trying to do that, and my HA won't save at ALL in the beta wardrobe- so all those BGs are pretty much useless to me right now.
