Are people allowed to offer on trades if the person blocked you and their on your block list.

The thing I am thinking is if your offer is bad or if they (mis- or correctly)interpret the items you offer as having a nasty hidden message, you could get Warned for harrassment.

Why do you want to Trade with someone you don't want to otherwise deal with? Subeta is not real life where you sometimes have to do this. But that doesn't answer your question. You should probably file a Ticket in Help on this. I know that I see people I've blocked buying from my shop in my Shop Log so commercial transactions are possible.

okay so I apparently I didn't make myself very clear they blocked me(random reason) and I blocked them which was like last week but they still offered on my lot even though someone told me that people you blocked and people that blocked you are not allowed to offer on trades

I don't think it applies to trades.

I have heard of people blocking users who try to rip them off it trades only to have them still be able to offer.

Aha, hhmm, that's odd. If it's an offer on one of your Trades, you can just ignore it unless it's nasty; this person blocked you for random reasons let their offer hang. If the user continues to attempt to contact you directly via any other means on the site, you may report it at the Ticket Center to have the situation looked into.

So two things: are they still blocked by you and not accidentally unblocked?, and I notice here it says "may report". So you're not required to if you don't want and presumably could accept it? I'd totally check Problems & Bugs, and maybe also file a Ticket now because if the Site Rules don't match how the site actually works, then something's broken that seriously shouldn't be and The Powers That Be here need to know that.

Yeah, the list in the rules isn't accurate at all anymore, because if they have you blocked, you can still see their forum posts (and Journals don't even exist anymore, how long has it been since this was accurate?). If you block them, you can't see their forum posts. And you can clearly still offer on trades either way.
