If you're not sure where to begin, I would definitely recommend you to just go into your wardrobe and play with all the things you have there. Pick some clothes, try layering others above or underneath and just experiment in general. It's so much more fun to actually discover awesome combos for yourself rather than using pre-made ones other users suggested. Layering is such a great method to create new kinds of clothing like dresses or hairstyles, so even with cheap items you can create something unique for yourself.

Here's a couple of neat forum threads that might give you some ideas to begin with. Cheap knockoffs of expensive items. Share your layering secrets.

Style File is also a great place to go for inspiration. You can see what other people are doing with their avatars, and maybe find your own spark from that?
